California water crisis

My Question Everything is: "Whatever happened to cloud-seeding and rain-making, and actually doing something about all this?" I mean, besides just pumping out the ground water until the surface sinks over a meter (that's 39.4 inches to you non-metrics!) in wide areas of the market-gardening country.

I love those fresh California Raspberries in the winter up here in the Great White North, but let's be reasonable about this. When the ground starts sinking, and the reservoirs at your big hydro-electric dams like Shasta are looking like this....

...at only 24 percent of capacity, then speaking as an old hydro-electric operator, I'd say you've got a really serious problem here, and you'd better get doing something about it really quickly. This is more serious than green grass on a front lawn in Beverly Hills, or water in the pool nearby. And I'm shocked and amazed they'd let it get to this stage before taking drastic action to avoid it. What's the matter with you guys? Don't anybody know how this game is supposed to be played? You're not supposed to be having dust storms in the bottoms of your reservoirs! And the fish aren't supposed to be swimming backwards to keep the shit out of their eyes. And it's not supposed to be a two-mile hike from the parking lot to the boat ramp! What the hell?
