If you're looking for the Local Accounts Manager, use the Windows Key + R and
in the Run box which will show up, type 'lusrmgr.msc' (without quotes) and click OK. If you'd like to see the Local Security Policy, also using the Run box, type into it 'secpol.msc' (also without the quotes) and again, click OK.
