Captain Kirk wants Washington's water for California...

Captain Kirk has been flying mythical spacecraft too long. He's forgotten the facts of life here on Spaceship Earth. 

Grabbing the water from a nearby state isn't the solution to the problems of water shortages in California. For years, they've been pumping out more of the groundwater than Mother Nature can re-supply. Parts of those market gardening areas have sunk over a meter because the groundwater underneath is no longer there to fill up the various strata below. The problem isn't being helped by having too many people howling for more, as they water their lawns in climate conditions that evaporate it into thin air almost immediately. 

Just west of California, there's a really big reservoir, called the Pacific Ocean. Build a desalination plant beside the beach, and start making your own water. God helps those who help themselves. Washington's water should stay in the state of Washington.
