The alarmists who read this and immediately see 'Big Brother' sending a SWAT Team to break down their front doors, and others who fear for their virginity or popularity are probably not aware that a lot of the "bad guys" hide behind these Proxy Listings, so that nobody knows where the Trojans, Viruses, Root Kits, and other Malware really comes from. There are websites in Russia and the Netherlands and elsewhere that host up to two hundred other sites, and they can't all be making religious materials with which to save your soul, let's face it.
If you use the right kinds of security programs, you will be shown the IP Addresses of malware sites attempting to gain access into your computer, and if you take the time and trouble to use a service like 'WhoIs' to search the story on such a website, you can then get a fairly reliable idea of what it is, where it is, and then add it to a "Blocked" list on your own computer, to deny it access in future. This proposed new rule may help reduce the number of times you will need to do this, if it is enforced effectively.
