This, in USA Today makes me wonder. Every year, this is an annual ritual there and every year, more homes are incinerated and more people's lives disrupted and more acreage destroyed. Every year. Relentlessly. So why? Are they just excessively careless with cigarettes? Are they self-destructive? Or what?
