Can Windows 8 run older programs?

This one for years has been my 'go to' photo-editing program, and it was made back when Windows XP was still in diapers. When I start it, I get a message that says "This program has compatibility issues." I choose "Run it anyway" and "Don't show this message again." - And it works just fine. Any questions?
