Most countries don't have the balls ( read: temerariousness) to claim enough intelligence to warrant a director of it. Some would say a country which elects a President like 'Dubya' really needs to do more homework before advertising their presumed intelligence in front of God and everybody including critics like myself. Having a Director of National Intelligence implies a level of cognition not demonstrated in actual practice most of the time.
