Mars today, in a version of Stellarium that works. Since 2013, they've enlarged the program a lot, and apparently not all of that was sufficiently tested. This older version works better! And yes, it runs in Windows Technical Preview fine.

Found the problem in Stellarium: It's Stellarium's problem.
I removed the latest version, and began re-installing previous ones going back from this latest, and when I got to the 12.4 version, made in 2013, it opens and runs without any problems - so the fault is in the latest version of Stellarium, NOT in Windows Technical Preview! Stellarium users please take note!
